Abstract

For the first time published (previously only fragmentally quoted) and accompanied by a modern commentary and description, the document addressed by the Olonets Governor N.V. Protasyev in 1908 to the Chairman of the Council of Ministers of the Russian Empire and the Minister of Internal Affairs P.A. Stolypin justifies the need for a number of state measures in the North-West of Russia in order to prevent further Lutheran and pan-Finnish propaganda with the ultimate goal of separating the corrupted from Orthodoxy, and the territories of their residence from Russia. At the same time, the document reports on the implementation of a set of local actions in all directions and sets tasks for the long-term development of the province in the context of national economic, economic and religious policy in the north-west of Russia, taking into account the proposed measures.
